The second phase of the Result Based Management training is underway at The Guy Morel Institute.
This phase is focusing on Budget Preparation and Performance Management Readiness.
The objective of phase 2 is as follows;
Explain Budget and Budgeting approach.
Show understanding of how to effectively cost programmes for the implementation of the strategic plan.
Show an understanding of the programme concept.
Show understanding of the concept of Zero-Base Budgeting (ZBB) as a budgeting process in which all expenses must be justified towards the achievement of desired results for each new period.
Develop a ZBB which is required for the implementation of the Medium-Term Plan.
Give explanation of the characteristics of a Performance Management System and the danger of poorly implemented Performance Management Systems.
Develop awareness of the importance and use Performance Management tools.
The main outcome of this phase is the Development of Medium Term Expenditure Strategy.
This second phase of the RBM training is being conducted by the Ministry of Finance, National Planning and Trade and the Public Service Bureau.
To note, it was President Wavel Ramkalawan, who officially launch the full role out of the RBM Framework in the public service, in a ceremony held on 21st March 2022.
Two days later, on Wednesday 23rd March, the training sessions which have been broken down into three phases: Planning, Costing and Monitoring and evaluating (Budgeting) and Performance Management,
got underway.
The Result Based Management Framework is focusing on results across government, with the objective to improve public sector efficiency, effectiveness, transparency and accountability.
The second phase of the RBM training will run until the 13th May.
