Ministry of Finance, Trade Investment and Economic Planning

Dr. Larose, a citizen of Seychelles is the current Minister of Finance, Trade Investment and Economic Planning of the Republic of Seychelles. He assumed this new position effective on November 1st 2016. He was a former Executive Director of the World Bank Group (WBG) comprise of; (i) International Bank for Reconstruction and Development (IBRD), (ii) International Finance for Corporation (IFC), (iii) International Development Association (IDA), and (iv) Multilateral Investment Guarantee Agency (MIGA) based in Washington DC, USA from November 1st 2014 to October 31st 2016.

 He joined the World Bank Group (WBG) in September 2008 as an Advisor. In 2010, he was promoted to Senior Advisor, and assumed the position of Alternate Executive Director in 2012. He was elected the Executive Director in 2014. During his 2-year term as Executive Director of African Group 1 Constituency, he represented 22 African countries namely; Botswana, Burundi, Eritrea, Ethiopia, The Gambia, Kenya, Lesotho, Liberia, Malawi, Mozambique, Namibia, Rwanda, Seychelles, Sierra Leone, Somalia, South Sudan, Sudan, Swaziland, Tanzania, Uganda, Zambia, and Zimbabwe.

 He was also a member of the World Bank Group (WBG) Human Resources Committee (HRC) and the Committee of Development Effectiveness (CODE) respectively. On HRC committee, he was a strong advocate on staff welfare, diversity and inclusion agenda. As for CODE, he advocated for WBG to promote sound corporate governance principles at the highest management levels in terms of; transparency, equal opportunity for all, responsibility, and accountability as a precursor for greater development impact for all WBG member countries. Dr Larose was honoured during the 2016 International Monetary Fund (IMF)/World Bank Group (WBG) Annual Meetings with joint first prize award from CIVICUS – World Alliance for Citizen Participation a group of International Non-Governmental Organisations (NGOs) and World Bank Information Centre (BIC) for the promotion of his office transparency.

He was the Chairman of the Group Eleven (G11+ 2) of Executive Directors of the World Bank Group (WBG) comprised of eleven developing and two emerging countries – Seychelles, China, Brazil, India, Angola, Russia, Saudi Arabia, Venezuela, Indonesia, Kuwait, Djibouti, Chile, and Pakistan. Dr. Larose was a major contributor to the World Bank Group (WBG) revision of its Environmental and Social Safeguard Framework (ESSF) after 40 years in existence. He played a key role in the 2015 Shareholding Review and the on-going work on Dynamic Formula in ensuring that the Developing and Transition Countries (DTCs) and Small Island Developing States (SIDs) do not face dilution in their voting powers. He is currently the Chairman of the International Advisory Board of the Inclusive Finance Research Project based in the United Kingdom.

He brings a wealth of experience from both the public and the private sectors including knowledge in central banking gained in his previous position as the General Manager of Central Bank of Seychelles. As a professional in international banking and finance, he holds the following qualifications and memberships; Associate of the Association of International Accountants (AAIA) UK, Fellow of the Chartered Institute of Bankers (FCIB) UK, Fellow of the Chartered Management Institute (FCMI) UK, MBA (International Banking & Finance) UK, Member of American Economic Association, USA, Member of International Banking, Economics and Finance Association, USA, Member of the Institute of International Finance (through World Bank Group (WBG)). He earned his PhD in Commercial Banking from the University of Birmingham in the United Kingdom with his thesis “Modelling of Corporate Credit Risk, Banks’ Stock Returns, and the Effect of Risk-Based Capital Standards on the UK Commercial Banks”.

Sitna Cesar

Special Advisor: Finance, Trade and Economic Planning

Ms Cesar is a Chartered and Certified Accountant and was awarded Fellow membership in May 2009.  In September 1991, she became a Member of the Association of Accounting Technicians.   Prior to being appointed as Special Advisor in November 2016, Ms Cesar was the Chief Executive Officer of Public Enterprise Monitoring Commission (PEMC) from July 2013.   She was a Consultant in the Ministry of Finance, Trade & Investment from January to June 2013 to set up the Commission and prior to that she held the post of Comptroller General in Financial Planning & Control Division in Ministry of Finance, Trade & Investment from November 2009 to January 2013. 

An accountant by profession, she held several senior positions in the Financial Planning & Control Division in Ministry of Finance from Senior Finance Officer in September 1995 to Director General until October 2009.  Ms Cesar also has vast experience in both Internal and External Audits; she worked in the Internal Audit Division in the Ministry of Finance from September 1986 to February 1981 and Halpern & Woolf from March 1981 to January 1993. Ms. Cesar is now the Special Advisor in the Ministry of Finance, Trade and Economic Planning.

Patrick Payet

Principal Secretary: Finance

Mr. Patrick Payet has an Honours degree in Accounting and Finance from the University of Manchester, and a First Class Master’s Degree in Leadership and Strategy from the Institute of Public Administration in Ireland, obtained through the Seychelles Young Leaders Programme in 2009. He has also been a member of the Association of Chartered Certified Accountants (ACCA) in Britain since 2005. Mr Payet has held the post of Chief Finance Officer and Director of Financial

Planning in the Ministry of Finance before his promotion to the positions of Deputy Comptroller General in 2009, and Comptroller General in January 2013. He was appointed the Principal Secretary for Finance in September 2013 and in February 2015 he was given the additional portfolio for Trade.

Elizabeth Agathine

Principal Secretary; Economic Planning

Elizabeth Agathine started her career at the Ministry of Finance as a Second Secretary in Legal Affairs and Research, after gaining her honours degree in International Relations and Law from De Montfort University in Leicester, UK in 2003. Upon completing her Master’s in Law at Bristol University, Ms Agathine became the Director of Technical Cooperation at the Ministry of Finance, Trade and Investment in 2006, until she was promoted to the position of Director-General of External Finance Management in September 2010.

Irene Croisée

Deputy Comptroller-General

After gaining a Bachelor’s Degree in Finance and Accounting from the University of Manchester, Irene Croisée began her career as a Tax Auditor at the Tax Office at the Ministry of Finance in 2005 moving onwards to become a Debt Analyst, and later a Senior Debt Analyst.

Ms Croisée did a Masters degree in Applied Economics under the AUSAID Scholarship Program in 2011 at Curtin University in Western Australia and returned to become the Director Public Budget Management in the Financial Planning and Control Division. She is now the position of Deputy Comptroller General.

Damien Thesee

Comptroller-General: Financial Planning and Control Division

Upon graduating in 2004 from the University of Manchester with an honours degree in Accounting and Finance as well as A Masters Degree from the Institute of Public Administration in Ireland in Leadership & Strategy in 2013, Damien Thesee joined Treasury in 2004 as a Finance Officer, and was promoted to Senior Accountant the following year.

In 2007, Mr Thesee went overseas to work in the private sector and returned to the Ministry of Finance, Trade and Investment in February 2009 as the Chief Finance Officer in the Financial Planning and Control Division. In November 2009 he was promoted to the Director of Public Budget Management and became Deputy Comptroller-General in January in 2013. In November the same year, Mr Thesee was promoted to the position of Comptroller-General.

Cillia Mangroo

Principal Secretary: Trade

Cillia Mangroo holds a Bachelor’s degree in Economics and Finance from the University of Manchester. In 2006, she joined the Ministry of Finance, Trade and Investment’s Trade Division and worked her way up from Trade Officer to Principal Trade Officer. In 2010, she was sent to Brussels as a Trade Attaché and in 2012 set up the Permanent Mission of the Republic of Seychelles to the United Nations Office and other international organizations in Geneva.

She was recalled to Seychelles to take up the position of Director-General of the Trade Division in September 2012. Brian Charlette

Director General: Public Debt Division

Brian Charlette began his career in 1989, joining the Minister of Finance as an Internal Audit Assistant and obtaining a membership of the Association of Accounting Technician in 1993. Through training in Internal Auditing and work experience, he was gradually promoted to reach the post of Senior Auditor, Deputy to the Chief Internal Auditor.

After working for 16 years in the Auditing field, in 2005 he was transferred to the post of Director of the Public Debt Section in the Financial Planning and Control Division, Ministry of Finance. In 2016, when the Public Debt Section became the Debt Management Division, he was promoted to the post of Director General. He has worked in Public Debt Management and Internal Auditing in the Ministry of Finance, Trade and Economic Planning for 27 years.

Annie Dugasse

Annie Dugasse started her career at the Ministry of Finance as an accounts assistant at the Treasury Division in 2003. She then completed a Bachelor’s degree with honors in Accounting and Finance at the South Bank University in London.

On her return in 2007, she started work as a Finance analyst in the Financial planning and control Division where she worked more specifically in the Public budget management section, she was promoted to the position of Senior Finance  Analyst and then to the Principal Finance Analyst  within the same division in 2010 and 2013 respectively. In July 2013, Ms Dugasse was transferred to the Procurement Oversight Unit to head the unit as the Director.

Dwight Stravens

Ag. Director: Central Procurement Unit

Dwight Stravens studied at the University of Seychelles and received an Honours degree in Business Administration, after completion of his degree he joined the Ministry of Finance trade and Economic Planning as a Senior Procurement Officer at the Central Procurement Unit, he was the lead officer on the first pilot for procurement of common use items. He was then appointed the Acting Chief Procurement Officer in October 2016.
