National Grants Policy for grants and funding for not for profit organizations

Thursday 13th September 2018: Government has approved a National Grants Policy that will improve the process by which the Ministry of Finance, Trade, Investment and Economic Planning approve applications for grants and funding for not for profit organisations though the annual budget.

The funding is not applicable to commercial organisations and not for funding researches and studies.

The policy aims to promote fairness, integrity, transparency and impartiality in the allocation of government funding to not for profit organisations.

It has been developed as part of the on-going budget reform programme. There are a number of key principles regarding grant applications applicable to the process .

  • Funding will now be assessed on a case-by-case basis through the completion of an application form and if the funding is approved, the signing of a standard funding agreement.
  • Not for profit organisations, need however, to provide information demonstrating the availability of a 10% contribution towards the project from other sources.
  • Government’s aim is not to fund a not for profit organisation in its entirety, but only to assist it to help attain their objectives.
  • Funding will only be considered for not for profit organisations (i) officially registered with the Registrar of Companies and (ii) towards project proposals, rather than funding administrative operations.
  • If the not for profit organization is successful in their application for funding, they will enter into a standard funding agreement, with the Finance department, which sets out the amount to be provided, the agreed objectives, the obligations of each party and the method in which payment will be affected.

In the instance where funding applications exceed the funding available, priority will be given to projects and organizations who help the country meet the following Sustainable Development Goals:   

  • Goal 1: End poverty in all its forms;
  • Goal 2: End hunger, achieve food security and improved nutrition and promote sustainable agriculture;
  • Goal 3: Ensure healthy lives and promote well-being for all at all ages;
  • Goal 4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all; Goal 5: Achieve gender equality and empower all women and girls;
  • Goal 6: Ensure availability and sustainable management of water and sanitation for all;
  • Goal 8: Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all
  • Goal 10: Reduce inequality within and among countries;
  • Goal 11: Make cities and human settlements inclusive, safe, resilient and sustainable;
  • Goal 16: Promote peaceful and inclusive societies for sustainable development, provide access to justice for alland build effective, accountable and inclusive institutions at all levels
