Courier Services - new regulation

A new regulation guiding the courier service is to come into force in September, following its approval by the Cabinet of Ministers, on Wednesday 26th July, 2023.

The regulation was presented by the Department of Trade, in the Ministry of Finance, National Planning and Trade.

The main objectives are to increase efficiency in the clearing and delivery of parcels, eliminating congestion at the clearing facilities, improving logistics and improving the quality of service experience for customers.

The regulation captures registered bodies (businesses) and non-registered bodies (individuals).

It requires courier services to inform, clear upon payment and deliver, as per the address on the parcels.

Registered bodies may request the courier service to clear their courier goods or proceed to undertake their own clearance.

The Regulation will also apply to express service offered by the Post Office.

In addition, the regulation stipulates that on failure to deliver door-to-door of the postal article at no fault of the courier services or Post Office, the customer shall collect from the premises of the courier services or Post Office.

Any other Law and Regulation on prohibited and restricted items remains applicable.

Any other costs or fees stipulated by any other Acts and Regulations not directly attributed to the securing of the postal articles may be passed on to the consumer by the courier services and Post Office.

The drafting of the regulation, follows numerous consultations with and support from the courier companies and Seychelles Postal Services.
