Registration for Certificate of Origin for local exporters into the EU will go digital in July

As of July 2023, approved exporters to the European Union, will register directly on a digital platform, named ‘REX SYSTEM’, for their certificate of origin. The ‘REX SYSTEM’ will replace the EUR1 Certificate, which is a must for all exporters when exporting into the EU.
The registration is free and is a one-time operation.
Currently, exporters have to physically report to Customs to apply for the certificate, and pay a fee of R100 for each export.
For exporters, the online registration is ‘cost saving, time saving, effective’ and will simplify the export formalities.
The registration process is as follows:
- Exporters must apply to become registered exporters by filling an online pre-application form. Once completed, the Application REX (AREX) form is generated that must be printed, signed and returned to their competent authorities (Customs Division).
- An information sheet has to be attached to the AREX containing a summary description of the products they export, their tariff code, the non-originating materials used for their manufacture, and the processing or transformation operations carried out in Seychelles.
- At the end of the registration process, the REX Number, made up of the ISO country Code (SC), followed by the wording"REX" + a string of alphanumerical characters, is generated, upon the approval of Customs.
It is only when the REX Number is generated, that the exporter is recognized as being a ‘registered exporter.’
For the purpose of verification and checks, exporters should ensure they keep the necessary and appropriate evidence of origin of products they intend to export for a period of 7 years.
A special guideline to assist local exporters has been developed by the Customs Division of the Seychelles Revenue Commission (SRC), which was presented during a seminar organised jointly by Customs and the Trade Department, within the Ministry of Finance, National Planning and Trade, on Tuesday 07th February, 2023.
The REX System is a self-certification system for exporters who are exporting only goods that qualify for preferential treatment, into the EU, allowing exporters to directly provide their customers with statements of origin.
