Minister Hassan calls on all public servants to embrace the 'empowering journey', of the full implementation of the RBM framework

March 21, 2022

Minister Hassan is calling on all public servant to join the 'empowering journey', that is, the full implementation of the Result Based Management Framework (RBM) in the public service.

Speaking at the official launch of the framework, this afternoon at ICCS, Minister Hassan, quoted the call made by President Wavel Ramkalawan, in his State of the Nation Address in February, saying 'it is no longer time to speak of change. Today, change has already happened! Today, we speak of the transformation of our society”.

"Results based management framework is that transformation. It is the tool that will bring about the transformation that our public service needs in order to bring about the development that our country requires to survive in the current socio economic environment", noted Minister Hassan.

The RBM Framework was first implemented in 2013, but in phases.

"Lessons have been learnt about the pitfalls of this phased approach hence why I stated that going forward RBM will be implemented across the board in Government. This shows our commitment towards obtaining the best results in the public service."

SS Patrick Payet, Chief Secretary at the Public Service Bureau, Ms. Shella Mohideen, and Principal Secretary for National Planning, Mrs. Elizabeth Agathine, delivered presentations at the official launch this afternoon.

It was President Ramkalawan, who officially launched the event, which will now be followed by training sessions, at The Guy Morel Institute.

Below is the full speech of Minister Hassan, who is the chairman of the RBM Steering Committee.
