Minister Hassan officially opens virtual Budget Formulation/Fiscal Transparency Symposium

The Minister for Finance, Economic Planning and Trade, Naadir Hassan kick started a virtual training programme on Budget Formulation and Fiscal Transparency organised by Transparency Initiative Seychelles (TIS) on Tuesday 22nd June 2021.

In a prerecorded speech, Minister Hassan explained the budget process and how the ministry has fully adopted the ‘Programme Performance-Based Budgeting (PPBB), which is part of the Result Based Management reform.’

PPBB comprises budgeting for and reporting on public expenditure by programme.

“The reform is aimed at improving the efficiency and effectiveness of public sector management whilst enhancing accountability and transparency.”

He noted that prior to the adoption of PPBB, institutions ‘failed to provide systematic information to the Ministry of Finance, Economic Planning & Trade and the legislature regarding their plans, priorities, results, targets and achievements.’

The new budget process approach is allowing for more monitoring, evaluation, oversight, accountability and transparency.

It also allows for different layers of accountability, starting from the MDAs themselves, Ministry of Finance, Economic Planning & Trade, the Cabinet to the Legislature.

Minister Hassan welcomed this training programme and expressed his appreciation to TIS, for the initiative, as well as the US Embassy in Mauritius for providing financial support to make this training a reality.
