Budget Address 09

Mr Speaker, it is a pleasure once again to present to this Assembly and the people of Seychelles our address for this year.

In contrast to past budget addresses, this year much has already been announced and implemented, prior to this address, that impacts on our economic and financial landscape for 2009.

Seychelles has experienced considerable changes during 2008 we have lived through a period of great instability in regard to prices, notably that of fuel, food and many other commodities.

We have seen the entire world financial systems go through what many describe as the worst since the great depression of the 1930’s. Some economies have almost collapsed, others
have been bailed out, many have struggled to survive and continue to face the harsh realities of the current world economic environment.
 
Mr. Speaker, in Seychelles, we have had our fair share of economic problems. We import most of our requirements and there is little we can do to reduce the impact of increased prices of imports other than smart sourcing and using whatever volume leverage we have.

At the outset, I wish to convey a message of congratulation from President James Michel, the Government and People of Seychelles, to President Hu Jintao, the Government and People of China on this special day.

It gives me a great pleasure to be amongst you this afternoon to witness and to participate in the launching of a new organisation dedicated to the fight against drug and alcohol abuse in all its forms. To me, I feel that the message of the President for 2009, i.e., Koste Seselwa, or Come Together, Seychellois, is bearing fruit.

It gives me great pleasure in welcoming a firm of the stature of Appleby to the Seychelles.  I believe that such a move further highlights to the financial services world the opportunities that both the Seychelles and Appleby have to offer to this industry, an industry that continues to grow in importance around the world and to which Seychelles is determined to play a key role.

To reflect on the progress of Seychelles in establishing its own financial services industry, being an industry that has and continues to shape the economies of the world, including within the Seychelles economy itself, when the Seychelles Government embarked on its strategy in diversifying its economic base, it was cognizant of the need in providing the enabling environment to support and encourage such activity, hence the launch of SIBA in 1995.

Today SIBA stands as success with skilled and able young  Seychellois  employed directly in the industry and within other support sectors, primarily the banking sector, a sector much needed for a successful financial services industry.
